Binding VPN with mail.app?

I have one VPN user who must use a POP3 account, and several others who are using only IMAP services. All of whom are experiencing problems sending mail from certain wireless networks when they travel.

As more than a few publicly available wireless networks block outgoing mail for obvious reasons, I am looking for a simple and intuitive means whereby all outgoing mail is directed through VPN to our local server - using mail.app.

Any ideas?
