Apple will probably issue a press release announcing the exact release date at some point soon. It will not be delayed past October (or, I would be extremely, extremely surprised if it were).

Every release of Mac OS X to date (10.0.0 - 10.4.0) has been between the 24th and 29th of the month, so you should probably plan on later in the month than sooner if that's any indication, both for that reason and the fact that Apple will take all the time it can to finish things up.

Beyond that, none of us knows anything until Apple makes an official announcement.
