Actually, I can't think of a single time when you could upgrade a
developer build to the release build. At the bare minimum you'd have
to archive and install. I would strongly recommend just waiting -
it's bound to be out inside of 4 weeks. Personally, I'd wait until
at least 10.5.1 to start really using it.

That depends on your server workload and configuration needs. If
you have a simple setup, you could conceivably do an update.
However, it might be best that you wait until Leopard comes out.
Theoretically, being a 10.X release, it will have a lot of
improvements, some of which may be setup/configuration related and
some that might be changes in services.
