As more than a few publicly available wireless networks block outgoing mail for obvious reasons, I am looking for a simple and intuitive means whereby all outgoing mail is directed through VPN to our local server - using mail.app.

Any ideas?

Implement VPN, they're now on your local network, problem gone... provided the remote network permits VPN connections, which many do not. In which case use a ssh tunnel on a port that's open.
