Yes, but many people have access to pre-release versions through
Apple's various seed channels. Apple is known to seed a number of
builds of operating systems throughout the development cycle.

Of course, these are made available purely for testing and development
purposes, and as has already been vehemently asserted it would be
stupid to run them in production.
