I know this response is a little late, but if you haven't wiped your server install yet, this might be worth a shot.

I had a similar issue with Apache 2 on 10.5.2 in that I "bricked" the webserver without changing anything. For those of you thinking "Well you must have done something to brick it, otherwise it would've kept working", I would say that whatever I did had a secondary and ill side-effect so far away from what was intended that I truly don't know how I "bricked" it, but I digress.

After many hours of typing in the Terminal, deleting files, getting lost in the Apache 1 directory, etc, I figured out how to "unbrick" the webserver.

Using Terminal, go to /etc/apache2 and copy servermgr_web_apache2_config.plist.default to servermgr_web_apache2_config.plist. This will wipe out the existing servermgr_web_apache2_config.plist file, and it should get the webserver working again. It did for me anyway.
