I witnessed at one location, a marked, significant improvement in AFP performance, when migrating AFP file-services from a G5 running the PPC build of 10.4.9 server,
to an Intel Xeon Xserve running 10.4.x (10 out of the box, IIRC) - namely the Universal Binary build. The difference may come down to the improvements in the new (UB) build,
as mentioned by Nigel Kersten in his afp548 article

Thereafter, I helped migrate another location to the UB build of 10.4 server on their G5 Xserve and they also saw some performance problems go away entirely.


Having said that, probably your biggest issue right now is the performance hit incurred by Office with network homes as mentioned by Jeff.
I say - certainly start with NHR
