Look at the firewall logs: any denied requests on port 67/68? Do you have port 67 available to subnet 0.0.0.0?

This proved to be the problem. Enabling ports 67-68 for IP 0.0.0.0 solved my problem. Thanks to Geoff and others for taking the time to help me solve this.
