producing a 'network transition'.
That is caused by other network issues.

see a "network transition occured" in the logs whenever a VPN
client connects?
Depends on what you mean by that.
It's simple, any time there's an incoming VPN connection there's a
"network transition occured" in the system.log. Is that particular
line expected if we service VPN connections?
If you're referring to the system responding to a change in network
configuration, then no.
Obviously a new connection has occurred and that's a transition of
sorts but not one that should cause the OS to re-evaulate the network
state. The latter is your problem.
