What kind of data is it supposed to contain in your case?

DHCP Option 128 is generally used in VoIP to provide the address of
the TFTP server which holds the phone device's SIP/IAX configuration
file, or specifically the address:port of the SIP server. This allows
the phone to grab all of the necessary information for VoIP service
when it is put on the network.
