Please tell me what information I need to gather to be more helpful in my problem description.  I would delete the Replication and recreate it, but I'm afraid that it will also delete the mail for those users.

Can you try changing the users password type from Open Directory to Crypt?  I have run into a problem similar to this, and that is what I did to resolve the issue.
