Do you have /any/ accounts which will successfully allow SSH ? Even the root account or the admin account you set up when the installation was first configured ? One thing that can cause the above is that you have the wrong type of password (crypt ?) or the wrong kinds of password protocol enabled. You could check the working account against one that doesn't work and see what the differences are.

Yes, all of the currently existing accounts work fine with ssh. It's just the new accounts I create, they can't ssh in or even log in at the console. Some sort of system setting seems to have gotten munged, but I don't know what to check or reset.
