That's insane! Has this been reported as a bug? Did Apple acknowledge that
it's a bug?

I agree that it's insane. Unfortunately, Apple thinks of it as a "feature", so yes, they know about it. It is working the way it was designed to. My guess is that it was added to make it easier for users to set up Boot Camp.
