I have tried re-kerberizing the server as per the instructions I found here:
http://discussions.apple.com/message.jspa?messageID=5917575#5917575All went smoothly and changeip -checkhostname states that nothing needs changing as the names match.
I went into WGM, created a user and the same error message appears.
I'm off to re-build the server from scratch and see how it goes.

I have tried a few more things now and found that I can replicate the problem without fail as follows:
- Setup DNS with: od1.domainname.internal
- Promote to OD Master with Realm: DOMAINNAME.INTERNAL and search base dc=domainname,dc=internal
- Restart server
- Open WGM and create a new user - no issues.
- Go into Server Admin.app and from the Policy/Authentication tab, untick both WebDAV-Digest and APOP
- Open WGM and create a new user - Password Service crashes
Through trial and error I have found that if either WebDAV-Digest or APOP Recoverable Authentication Methods are ticked, I have no errors. If I untick both of them, the generation of a new user account causes the Password Service to crash with the following error:
