What's the basis for this statement?

Sometime around 10.2 or 10.3 I found that if I installed any software, or created any files (data or preference files) or even edited anything as root, the protection on those files would stop anyone but root from accessing them. So you could do what you wanted as root, but when a normal user logged back in they kept getting protection problems for anything root had created or edited. It's possible that this has been fixed since then.
