FWIW:
In 10.5, running periodic manually can result in the email being sent,
while when periodic is executed by cron (launchd really) the email is
not sent.
There are also differences in the MOSX vs. MOSXS default config.
I haven't figured this out 100%, though I've blogged a few parts of it
