This suggest that you have networking problems of some kind. Before the server can hand out an IP address it has to check that it's not already in use. This can take significant time if your network is filtering out broadcast packets, or dealing with them badly. You might contact whoever runs your network and find out whether they realise you're running a DHCP server.


The server itself has a very "high" ip (xxx.xxx.xxx.253) in the address range and i don't know if that could be a problem.

That should not be a problem.
