If you've eliminated the case that Postfix is not the problem by using mailq, checking mail.log, and seeing that local delivery is not occurring in /var/spool/imap/user, then I would consider that the problem is with PHP. I would check the weblogs. Maybe PHP doesn't know where the mail program is located.
