Your problem is probably that your users are submitting mail to the
server using port 25. Many ISPs block port 25 allowing only mail
submissions to their own mail servers on that port.
To get around this you need to set up your server to accept mail
submission on the mail submission port 587, what you should have done
in the first place. Then have all your users re-configure their mail
clients to use port 587 instead of port 25 for SMTP mail.
