No, you can't. SNMP on 10.4.11 on PPC doesn't have that, and never will.
SNMP on 10.4.11 on Intel is barely functional and should be avoided.
Your choices are:
Install your own SNMP from net-SNMP, but you still won't get everything.
Upgrade to Leopard, which has a nicely functioning SNMP implementation.
