whither quotactl?

On one of my filesystems, I use the edquota command to set quotas. It seems that these edits don't take until the server is rebooted (it's probably just the action of remounting the filesystem). The requota does not show my additions, nor does Server Admin; the quotacheck -v command does not report modifications. The .quota.user file is binary, but edquota -u [user] shows the parameters. I believe the quotactl command can be used to sync or set quotas, but it appears not to be on Mac OS X 10.5.7 Server, despite the man page.

Any suggestions on how to get these new quota edits to appear or be in effect without disturbing server access? Or are they actually in

Noah
