As far as I know the default save location is application specific as opposed to system wide. Meaning you could set it per application via MCX, to a point, but that would be a pain. You might want to take a look at Default Folder X http://www.stclairsoft.com/DefaultFolderX/ That will do what you want it to do and is pretty customizable as well. The only down side is it's client based so you would have to hit your existing clients.

Why not just use regular network homes? That way the users' documents and desktop folders are on the network and since most apps save to the doc folder by default it wouldn't be an issue.
