Localized (meaning your) binaries and system binaries. You put your stuff in /usr/local, never the directories /bin and /sbin

/opt/....?

Optional stuff provided by the OS vendor


Honestly, break out a book like "Essential Systems Administration" by Frisch or Google. This is unix/sysadmin 101 type stuff.

This is not a stock install of Apache and whatever it is that you've done to extend it is causing it to crash. 

You should never extend a vendor's distro packages. That's what /usr/local is for.
