Secure LDAP?

The LDAP server in Mac OS X Server 10.5 seems to allow searches from anyone even if they don't have an account. Is that normal? I need to allow one web server that is out on the internet to access our directory because I want it to use our directory for user access. How can the Mac OS server directory be set up to only allow people that have directory accounts to do searches? Otherwise our LDAP server will be publicly accessible.
