Switch to runlevel 5. The command init 5 run as root will get you there.

I tried typing startx in both user and root but it fails with:

execve failed for /etc/X11/X (errno 2)
_X11TransSocketUNIXConnect: Can't connect: errno = 2
(repeated 5 times)
giving up
xinit: No such file or directory (errno 2): unable to connect to X server
xinit: No such process (errno 3): Server error.

I don't have networking set up as the computer is not networked and I don't
plan to make it networked. So I don't want X server just X Windows.
