It might also be called libc rather than glibc because that old of a system may still be using libc version 5
if you still have a system running a similar version you could use rpm -q -f /lib/libc.so.X to find the exact name or just copy it over
also searching the RedHat/RPMS directory on the DR2.1 disks for "ls *libc*rpm" should find it, it may also be installed on the live section if that CD had one.
copying /bin/ls over to a tmp file on a working system and running ldd on it should tell you what the exact library names it is looking for, even if it is for a different architecture.

on my PR1 system the following commands are statically linked
e2fsck/fsck.ext2
ismod.static
rmmod.static
ldconfig
sash
sln
ash.static
rpm/rpm2cpio
statserial
