First, go move those OpenPlay files back to your project directory, they
are designed to be in your application folder. I actually do not know if
they will work at all if in the windows folder, but they shouldn't be there.

Second, link against the .lib and make sure the .dll is in the same
folder as your application. Finally, make sure that the OpenPlay Modules
folder, with the TCP module in it, is in the same folder as your application.

Application Folder
app.exe
OpenPlay Modules
TCPIP
OpenPlay.dll

Should be all there is to it.
