I can partly answer my question.
I believe "Network Setup" was the recommended stuff till mac 9. But
"Carbon does not support Network Setup. You should use Mac OS X APIs to implement this functionality on Mac OS X."

I too am desperately seeking to figure out what should I use instead.
I tried the CarbonDater from apple website too.
