Programmatic Network & Dialer configuration

I work in the division of BellSouth responsible for the registration CD for
all dial internet products, including DSL.
Mac support has always been low on the priority list around here, and as a
result we have 9 states of Mac users with a less than stellar installation
experience. A group of us are trying to change that, but we're having a hard
time finding documentation on the current configuration APIs.

Can anyone answer the following?

Under OS 8.5 through 9 is MoreNetworkSetup still the recommended approach
for network configuration?

Under OS X I can find no information on what has replaced MoreNetworkSetup.
I'm looking for documentation, code, or anything that demonstrates how to
configure networking and the dialer under OSX.

It appears this may have been covered in the 303 WWDC Network Configuration
& Mobility session (we had to cancel our flight to finish the Windows CD,
ironically), but none of the session information has been posted.

Any information would be most appreciated.
