Welcome to the Macintosh Giovanni!

There is no real high-level API for what you wish to do. Traditionally
dialing the modem for network access has _NOT_ been done by applications
but is simply controlled by Remote Access.

If you really do need to dial yourself then you should look at the OT/PPP
interface. Download the latest OpenTransport SDK found on the SDK page
(http://developer.apple.com/sdk/index.html). Among many other useful
pieces of information you will find information on programming OT/PPP
(aka Remote Access).

Carefully consider if this is something you really need to do.
