Just to follow up... There's a good paper by Rob Watson available on TrustedBSD's implementation of capabilities. At least some of the code should be, if not directly portable, at least somewhat adaptable to Mac OS X's Darwin kernel.

The TrustedBSD site is <http://www.trustedbsd.org/>; the paper is at <http://www.trustedbsd.org/documentation/implementation/>. Note that the paper is a gzipped PostScript file so you'll have to run it through GhostScript's ps2pdf utility or through Acrobat Distiller if you want to read it easily.

(Why don't people just publish this stuff online as PDF or HTML?)
