Here's what I wrote in my email describing the changes to printing in 10.2.3 ...

 The PPD browser now looks in the user's Library for PPD files, in addition to the System, Local and Classic domains. Note that PPD files should be installed directly in ~/Library/Printers/PPDs/, unlike /System/Library/Printers/PPDs/ and /Library/Printers/PPDs/ which contain subdirectories for localized PPDs. (Radar 3016174)
