Because a text-based popup menu is NEVER to be used for actions/commands, as this one is. An icon-based popup is the correct UI element to use.

That's not quite true. The right control for this purpose is called "command pop down menu button".

If you prefer icon buttons, at least label them. It would be unfortunate if casual users would miss that they can get a print preview by the time PDF Services come preinstalled with the system.
