It IS quite true...

Read the second sentence on that page:
"Use of this control is limited to cases where the window is shared
among multiple applications and the menu contains commands that
affect the window's contents. "

These controls are NOT shared among multiple applications NOR
do they affect the windows's content. Therefore, it would be quite
inappropriate to use for this purpose.

That, however, would be a reasonable thing to do - esp. for Preview.
