Did you find a solution to this problem? We are struggling with the same thing: If you try to add a printer in Print Center's Advanced PBM and type in an URI like "mylpd://192.168.2.10/MyQueue", Print Center will report error 1028.

Interestingly, if you then cancel the add printer sheet, the printer will still have been added, but the queue will be stopped, and the custom backend is never invoked when printing to the queue. We know for sure that the custom backend is not to blame - our "mylpd" is just an identical copy of the standard lpd backend.
