The script stops and then starts the scheduler process (cupsd);
you could just use:

/System/Library/StartupItems/PrintingServices/PrintingServices stop
/System/Library/StartupItems/PrintingServices/PrintingServices start

to make sure that the service is started again.

When I run this:
killall -HUP /usr/sbin/cupsd
I get:
No matching processes belonging to you were found

Try it without the full path, e.g.:

killall -HUP cupsd

Also, this needs to happen when run as root (sudo or otherwise),
as the cupsd process runs as root.
