The Apple folks can probably speak to this better than I; those
commands reload the cupsd PPD "cache", not the cached data in any
application.

questions:

Pop up an alert window telling the user to exit the Print Center?
Kill any Print Center processes?

If the filter is associated via a PPD file, no; adding a printer
using the PPD file will register it with CUPS.

To track the PPD files or any filters registered via a .types
and .convs file in /etc/cups, yes.

Possibly.
