So, there is no way to get the user's attention if there is a printer error (e.g. a paper jam)? I would have hoped some sort of dialog would be displayed by PSU or the little status app created for the queue.

You can always use CFUserNotificationDisplayNotice, or some other notification service; but I've never seen any CUPS components do this. By default, if there's an error, the queue will be stopped and a little badge will appear on the printer icon in the Dock. I'm not sure there is a need for another notification mechanism.
