Wow, I have *never* seen this happen on any version of 10.2 or 10.3, ever.

I have tried triggering a bunch of errors in the standard lpd backend (e.g. bad permissions for spool directory): Messages get logged in the CUPS error log, the queue is stopped and the printer icon is badged, but no dialogs are presented. I have tried logging with "ERROR: " and returning an error code in our own backends: Same result.

And anyway; if the standard error messages were indeed displayed to the user, wouldn't all filters and backends suddenly have to support localization of error strings and other fun stuff? Wouldn't the messages have to be proper sentences, with capitalization and punctuation and other niceties? Can't see any of that in the current implementation.
