Problem of PDE loaded of Panther

Dear all:

I have a problem about PDE in Panther.

I developed a PDE and copy it into \Library\Printers\PPD Plugins.
It can be loaded successfully. But when I login use root, it seems that my
PDE can not be loaded in the printer panel . And it seems other PDEs also
can not be loadedc

My Panther version is Build7b85

Is there anyone who knows the reason?
