USB printer not installing on some 10.3 systems

We developed a Tioga printer driver based on the sample
Apple provides for a USB printer. This driver installs and works fine
on 10.2.X, however when I install the same printer driver and plug-in
the printer on 10.3.X the printer doesn't auto install. The user has to
manually add the printer. It appears that in Panther my PM module isn't
being called at all on hotplug. However it is being called when I
manually add the printer.
Second, and more important, we have had some users
report that manually adding the printer fails on some systems. The user
selects "Add" from the Printer Setup Utility, with the Product field set
to "Disc_Publisher_II" and the Type field set to "Driver not Installed".
Once the progress indicator has completed a message box appears and says
something like "new drivers have been found would you like to update the
browser". At this point the user clicks yes and the type still
indicates that the driver is not installed. I have looked at their
PMCache file and there is no entry for our printer. I have checked the
permissions on the cache file and this doesn't seem to be the issue.
The user is usually successful in installing the printer on another
system. I am not sure if this is a common problem that has been
addressed on this list, or if this is an issue with our driver in
particular.
