The libraries are in /usr/lib but the headers don't appear to be distributed with either the standard Panther installation or with the developer tools installation, so you will have to dig those up yourself, it seems (same story as with the CUPS headers). The version being distributed appears to be Net SNMP 5.0.8.

Net SNMP (http://net-snmp.sourceforge.net/) is part of Panther if you
need to do your own SNMP support.
