This tool is built and installed as part of the cups print server as deployed by Apple. Since the cups source as deployed
by Apple is open source, you can look at the source code:

Note that this tool is not a "public API", even though the source is available. Apple reserves the right to change the way it
functions. If you need to have functionality like this tool provides, you should consider creating your own tools for that
purpose.
