So, if I'm working on a CUPS raster printer driver (not PostScript), what does the In Printer setting do? Or, have I missed a setting in my PPD file that makes the menu choices more appropriate for a CUPS raster printer?

The "In Printer" option only applies to PostScript printers. If you are seeing that setting as selectable when the current printer is not a PostScript printer, please report a bug and carefully describe your configuration, including the PPD for the destination printer.
