Reporting bugs via bugreporter.apple.com is the way to tell Apple
about these kind of problems. The information that we need is the
printer model and configuration (including PPD file), the specifics
of the problem you are having, and a document that is causing the
problem. Usually you can do a 'save as PDF' to create a PDF document
that reproduces the problem and attach that to the bug report. I
suggest multiple bugs if you are having different problems with
different documents/printers.
How much of an effect could the driver/PPD for a networked
PostScript printer have?
That depends greatly on the device but it can be substantial. One
thing to check is whether you get different results when using the
Generic PPD instead of the printer specific one.
Does the protocol (LPR/LPD vs. IPP) make much of a difference?
Some printers actually have bugs with specific protocols but most
problems are protocol independent.
