Maybe use the Carbon or Cocoa routines for getting the process list and look for PSUs bundle id?

Running ps -e doesn’t give me anything.
Probably not the most elegant way, but what about this:

ps auxww | grep "Printer Setup Utility"

This even runs on my german system as the core executable is a binary with a fixed (english) name. But maybe there are better ways to determine if PSU is launched...
