Thread-topic: How to check whether Printer Setup Utility is alive or not?

That is easy enough, thanks.
Is there a way to restart Printer Setup Utility, or even restart it with
arguments like -o addprinter -o ppdlocation=... -o protocol, etc.
Maybe it can only be done from Apple script? (I've never used
Applescript)
