While the more traditional HTML-based WO apps use WOB, WebObjects does use IB for the JavaClient feature to build Java UIs.

However, the way it currently uses it does not require IB to be a general swing UI editor. It uses the regular Cocoa palettes and then maps those to swing stuff on the way out I think.
