Adding Custom Executable at "project level"

Hi!

I have a WebObjects Application project to which I've added a Java
Tool target. No executable was added so I had to do it manually.
Unfortunately, as the Custom Executable is added to the pbxuser
file every user has to add it themselves.

So, I'm looking for a way to either

1) add the custom executable at the project level

2) add a runnable (by everyone) java tool some other way

Any hints?
