Enabling QuartzGL Programatically

Now that the Leopard NDAs are long gone, what is the state of QuartzGL in Leopard?

Is it possible to enable QuartzGL for my application without using Quartz Debug? My impression was that this would be possible in Leopard, but the reference I find to QuartzGL outside of Quartz Debug is a Carbon window function to determine the potential backing store of a window. If this is possible in Leopard is it advised?
